Eagle Creek Village is a 14-acre mixed-use development located adjacent to Victoria General Hospital (VGH). From the onset, Omicron was committed to creating meaningful engagement that involved VGH, the Provincial Agricultural Land Commission, and the overall community. Omicron completed all aspects of the development management, leasing, design, construction, and tenant turn-over for the project. The $160 million development began in 2012 through an offer to purchase a greenfield site, with only a small farmhouse, minimal road improvements and virtually no servicing to the area. Initial activities included conceptual site planning, servicing design, rezoning application, and pre-leasing to key anchor tenants. As leasing and zoning proceeded, Omicron retained Cushman Wakefield to run a competitive forward sale process of the envisioned development. Blackwood Partners, supported by two international pension funds, were the successful purchasers of the development. With Blackwood as a partner, Omicron proceeded with development, design and construction of the project.

Phase 1 included the retail and office portion of the project (anchored by Quality Foods) along with 60 rental apartments above the retail. It also included an extensive and below grade parking structure for approximately 700 cars serving retail, office and residential uses.

Phase 2 comprises a 114-unit, two-building residential rental development. Both phase 2 buildings were constructed over a concrete parking structure. As part of the rezoning process and approval of the overall development through Community Engagement, the project gifted 3.9 acres of forested land to the Town of View Royal along with a $1-million amenity contribution and a commitment to complete community walking trails within the newly established public park. In addition, there were a number of off site contributions to VGH to ensure access/egress remained a priority.

Omicron’s key activities included:
- Extensive Community Engagement/Participation.
- Creating and managing the overall financial proforma.
- All leasing including tenant negotiations and turnover provisions.
- Site Planning, Architecture, Interior Design, Structural, Mechanical and Electrical Engineering.
- Management of all specialty consultants (Landscape, Civil, Traffic, etc.).
- Monthly reporting (schedule, financial, leasing, construction progress).
- Negotiating and managing all service agreements with View Royal.
- Tendering, Construction and building handover.
- Lease commencements for the office and retail portions as well as leasing residential units.

Today, following a 6-year phased development and building program, Eagle Creek Village is a thriving mixed-use community offering retailers, shoppers, and residents an amenity rich place to live, work and play.
